During this session presenters discussing the bills as they sit currently, the politics involved and a prognostication of what lies ahead, information on the MN scene, and a brief overall legislative update.
Elizabeth (Liz) Vollmar, Senior Benefits Attorney, Legal & Research Group, Willis Human Capital Practice
Liz Vollmar has more than 20 years of hands-on experience in planning and implementing cost-effective welfare benefits plan designs and compliance strategies. As a senior member of Willis' Legal and Research Group (LRG), she provides expertise and leadership within LRG and works closely with Willis consultants and clients across the country. Liz's wide-ranging expertise with respect to welfare benefits includes particularly in-depth knowledge of COBRA, HIPAA, ERISA, consumer-driven health plans (HSAs and HRAs), wellness programs, FMLA, cafeteria plans, welfare benefit plan funding and administration, Internal Revenue Code requirements for favorable tax treatment, and welfare benefits issues in mergers, acquisitions, and divestitures.
Liz is a nationally recognized speaker on COBRA, consumer-driven health plans, HIPAA, ERISA, FMLA, cafeteria plans, health care cost trends and design strategies, and other welfare benefits topics. Liz frequently speaks on benefits topics to groups of Willis clients and guests across the country.
Adam P. Jensen, JD, CEBS, GBA, FLMI , Director of Compliance Services, Cottingham & Butler Consulting Services
Adam P. Jensen, Director of Compliance Services for Cottingham & Butler Consulting Services, has worked in the insurance and employee benefits industry since 1986. Adam specializes in providing regulatory compliance and plan design services for health and welfare plans. He also advises executive clients on non-qualified deferred compensation issues. Prior to joining Cottingham & Butler Consulting Services, Adam was the Senior Compliance Officer with Virchow Krause Employee Benefits, LLC. He was previously a manager in the human capital practice of a Big Four accounting firm and has also served as an in-house ERISA attorney for a well-known national financial and retirement plan services firm. Adam leads Cottingham & Butler Consulting Services’ Compliance Services practice and is co-leader of the Tribal Practice Group.
Philip Stalboerger, Vice President for Policy and Legislative Affairs , Blue Cross and Blue Shield of Minnesota
Phil Stalboerger represents Blue Cross on health care policy issues being discussed and debated at the local and national levels of government. He has advocated public policy positions for Blue Cross since joining the organization in 1999. Prior to Blue Cross, Phil was the legislative director at the Minnesota Department of Commerce. He has also served as staff in the Minnesota Senate, including a position as Commerce Committee administrator.
Stalboerger currently serves on the Health Policy Committee for the Minnesota Chamber of Commerce and is a planning committee member of the chamber’s Leadership Minnesota program. He also chairs the Dakota County Regional Chamber of Commerce and the policy committee for the Minnesota Council of Health Plans. Additionally, Stalboerger is also the Chair of the Board of Directors for the Community Action Council in Lakeville, Minnesota.
Most recently, Phil was awarded one of the Minneapolis-St. Paul Business Journal’s top “40 under Forty” honorees in 2009.
